Overview :- 

  • Applications are invited for grant of Short Service Commission (SSC) in the Indian Army.
  • Eligible candidates include unmarried male and unmarried female engineering graduates, as well as widows of Indian Armed Forces Defence Personnel who died in service.
  • The course is set to commence in April 2024.
  • The training will take place at the Officers Training Academy (OTA) in Chennai, Tamil Nadu.

  • Only the Engineering streams mentioned in the table below, along with their acceptable equivalent streams, will be considered eligible for application.
  • Candidates who hold degrees in any other Engineering stream(s) are not eligible to apply.
  • It is crucial that the nomenclature of the Engineering stream mentioned on the candidate’s degree parchment/marksheet matches the one provided in their online application.

 Widows of Indian Armed Forces Defence Personnel who died in the line of duty, including those with children, are eligible to apply for SSCW (Tech & Non Tech), provided they have not remarried. Their candidature will be considered only for specific vacancies allocated for this category by the competent authority. If these vacancies remain unfilled, they will be reassigned to other categories. The following documents must be attached with the application:

  4. – Applicants must possess the required educational qualifications and meet the specified selection criteria.
  5. – The last date for receiving offline applications at the Directorate General of Recruitment, fully completed in all respects, is 03 Aug 2023.

Eligibility-

       Nationality:-

  • The candidate must be a citizen of India or a subject of Nepal.
  •  Alternatively, the candidate can be a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African countries (Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, and Ethiopia), or Vietnam with the intention of permanently settling in India.
  • Candidates belonging to categories (ii) and (iii) above must possess a certificate of eligibility issued by the Government of India.
  •  However, Gorkha subjects of Nepal are exempted from obtaining a certificate of eligibility.
  • Candidates requiring a certificate of eligibility must attach it along with their application.

Age Limit.- 

(i) For SSC(Tech)- 62 Men and SSCW(Tech)- 33 Women:

  • Candidates must be between 20 to 27 years old as of 01 Apr 2024.
  • Candidates should have been born between 02 Apr 1997 and 01 Apr 2004, inclusive.

(ii) For Widows of Indian Armed Forces Defence Personnel who Died in Harness Only. SSCW (Non Tech) [Non UPSC] and SSCW(Tech):

  • The maximum age limit is 35 years as of 01 Apr 2024.

 Please note the following regarding the date of birth for the application.

  •  The date of birth mentioned in the Matriculation/Secondary School Examination Certificate or an equivalent examination certificate will be the accepted record for determining age.
  • No other document related to age will be considered.
  •  Any requests for changing the date of birth after the application submission will not be entertained or granted.

Educational Qualification for Applying:- 

  •  Candidates who have completed the required Engineering Degree course.
  •  Candidates who are currently in their final year of the Engineering Degree course.
  •  Candidates in the final year must provide proof of passing the Engineering Degree Examination by 01 Apr 2024.
  •  Candidates must submit marksheets of all semesters/years.
  •  Candidates must obtain and produce the Engineering Degree Certificate within 12 weeks from the commencement of training at Officers Training Academy (OTA), Chennai, Tamil Nadu.
  •  In the case of candidates in their final year, their induction will be on an Additional Bond Basis. This is to recover the cost of training at Officers Training Academy (OTA) as notified from time to time, as well as the stipend and pay & allowances paid. Failure to produce the required degree certificate will result in appropriate actions for recovery.
  • Note-1:- 
  1. Final year appearing candidates with their final semester exam scheduled after 01 Apr 2024 are not eligible to apply.
  2. Only candidates studying in the final year of their degree examination are eligible to apply.
  3. Candidates who have yet to pass their degree examination can be eligible if they are in the final year.
  4. Candidates who have yet to qualify in the final year degree examination but are allowed to appear for the SSB interview are granted a special concession.
  5. Proof of passing the Engineering Degree Examination, along with all marksheets, must be submitted by the prescribed date.
  6. No requests for extending the deadline will be entertained, regardless of the reasons such as late conduct of the basic qualifying university examination, delay in declaration of results, or any other grounds.
  • Note-2:- To be eligible for induction into the Pre Commission Training Academy for the SSC(Tech)-62 (Men) Course and SSCW(Tech)-33 (Women) Course at Officers Training Academy (OTA), Chennai, Tamil Nadu, candidates must meet the following requirements:
  1. Minimum educational qualification: Candidates must have passed the BE/B.Tech degree in the Engineering streams specified in Paragraph 3.
  2. Candidates in their final year of Engineering studies are required to submit proof of passing the Engineering Degree Examination, along with marksheets of all semesters/years, by 01 Apr 2024.
  3. The Directorate General of Recruiting must receive the aforementioned documents to ensure compliance.
  4. It is essential that the cumulative percentage of marks obtained by the candidate up to the final semester/year is not lower than the approved cut-off percentage.
  5. Failure to meet these requirements will result in the cancellation of the candidate’s candidature.
  • Note-3:- Final semester/year studying candidates will be provisionally allowed to appear in the SSB (Services Selection Board) under the following conditions:
  1. Their cumulative percentage of marks up to the 6th semester/3rd year of Engineering degree, up to the 8th semester/4th year of B. Architecture (B. Arch), and up to the 2nd semester/1st year of M.Sc. in the equivalent stream/discipline specified must not fall below the approved cut-off percentage in their respective fields.
  2. After the declaration of final results, the cumulative percentage of marks up to the final semester/year of the degree course must also meet the approved cut-off percentage. Failure to meet this requirement will result in the cancellation of the candidature.
  • Note-4:-
  1. Candidates in the final year/semester of their Engineering degree course must not have any backlog at the time of application submission.
  2. Having a backlog will result in the candidate being ineligible to appear in the SSB interview.
  3. If a candidate is found to have a backlog, their candidature will be canceled.

Educational Qualification for Widows of Indian Armed Forces Defence Personnel who Died in Harness:-

  • SSCW (Non Tech) (Non UPSC)- Graduation in any Discipline.
  • SSCW (Tech)- B.E. / B. Tech in any Engineering stream.

             Please not  the following:

  •  Candidates who are studying in the final year of their Degree must ensure that they submit proof of passing the Degree examination to the Directorate General of Recruiting by 01 Apr 2024.
  • Failure to submit the proof of passing the Degree examination by the specified date will result in the cancellation of the candidate’s candidature.

  5. – Physically disabled service personnel paid at double rate, minimum of ₹2,250/+ DA per month.

Children Education Allowance:- 

  • – ₹2,250/- per month per child for the two eldest surviving children only. CEA is applicable from Nursery to 12th Classes.
  • – Reimbursement to be done once a year, after the completion of the financial year (typically coinciding with the Academic year).
  • – Certificate from the head of the institution attended by the government employee’s child is sufficient.
  • – The certificate should confirm the child’s enrollment in the school during the previous academic year.
  • – Note: Defense Forces allowances are automatically increased by 25% whenever the Dearness Allowance on the revised pay band rises by 50% (GoI letter No. A-27012/02/2017-Est.(AL) dated 16 Aug 2017).

Hostel Subsidy:- 

  • – ₹6,750/- per month per child for the two eldest surviving children only. Hostel subsidy is applicable from Nursery to 12th class.
  • – Note: Pay & allowances and related rules/provisions are subject to periodic revision.

Army Group Insurance Fund(AGIF):- 

  • – Gentlemen/Lady Cadets in receipt of stipend are insured for ₹1 Cr, similar to regular Army officers.
  • – Gentlemen/Lady Cadets must pay a monthly subscription of ₹10,000 to become members under the AGI Scheme, applicable to regular Indian Army officers.
  • – For those invalidated out by the Invalidating Medical Board (IMB) due to disability and not eligible for any pension:
  •   – ₹25 lakhs will be provided for 100 percent disability.
  •   – The amount will be proportionately reduced to ₹5 lakhs for 20 percent disability.
  •   – Ex-Gratia Grant of ₹50,000 will be paid for less than 20 percent disability.
  • – Disability resulting from alcoholism, drug addiction, and pre-enrollment origin diseases are not eligible for disability benefits and Ex-Gratia grant.
  • – Gentlemen/Lady Cadets withdrawn on disciplinary grounds, expelled as undesirable, or leaving the Academy voluntarily are not eligible for disability benefits and Ex-Gratia.

Type of Commission:- 

            Grant of Commission:-

  • Selected candidates will be granted Short Service Commission on probation in the rank of Lieutenant.
  • The probation period will commence from the date of course commencement or reporting at Officers Training Academy (OTA), Chennai, Tamil Nadu, whichever is later.
  • During the training period, candidates will be entitled to receive full pay and allowances applicable to the rank of Lieutenant.
  • Payment of pay and allowances will be initiated only after successful completion of the training.

Confirmation of Short Service Commission:-

  • – After successfully completing the Pre Commission training at OTA, the officer will be confirmed as Short Service Commission (Technical).
  • – The officer will hold the rank of Lieutenant upon confirmation.

Ante Date Seniority:-

  • – Engineering Graduates of Short Service Commission (Technical) in the rank of Lieutenant will be granted one year ante date seniority from the date of commission.

No Ante Date Seniority for Widows of Defence Personnel for SSC(NT):- 

  • – Widows of Indian Armed Forces Defence Personnel selected for SSCW (NT) entry will be granted Short Service Commission in the rank of Lieutenant.
  • – However, they will not be entitled to any ante date seniority.

Training:- 

              Selected candidates:-

  • – Selected candidates will be detailed for training at Officers Training Academy, Chennai.
  • – The detailing will be done based on their position in the final order of merit, specific to the engineering stream.
  • – The number of candidates detailed for training will be up to the available vacancies.
  • – Candidates must meet all eligibility criteria to be considered for detailing.

Duration of Training:- 

  • 49 weeks.

Restrictions on Marital Status during Training and Consequences:-

  • – Candidates are prohibited from marrying during the training period and are not allowed to live with their parents or guardians.
  • – It is mandatory for candidates to refrain from getting married until they have completed the full training at the Officers Training Academy.
  • – If a candidate decides to marry while under training, they will be discharged from the program and will be required to reimburse all expenses incurred by the government on their behalf.
  • – This provision applies to widows of defense personnel as well.
  • – Candidates who marry after submitting their application, even if they are successful in the Service Selection Board interview and medical examination, will not be accepted for training, and their candidature will be canceled.

Training Benefits:-

  • – The training at Officers Training Academy (OTA) is funded by the government.
  • – Candidates who successfully complete the Pre-Commission training at OTA, Chennai, will receive the prestigious ‘Post Graduate Diploma in Defence Management and Strategic Studies.’
  • – The diploma is awarded by the University of Madras.

Suitability to Retain Short Service Commission:-

  • – If an officer is reported upon within six months from the date of confirmation of their Short Service Commission as unsuitable to retain their commission, their commission may be terminated.
  • – The termination of the commission can occur at any time, whether it is before or after the mentioned six-month period.

Liability of Service:-

  • – Officers may be granted Short Service Commission in any Arm/Service.
  • – They will be liable for service in any part of the world.
  • – Their service locations and appointments will be determined by the Integrated Headquarters of the Ministry of Defence (Army).
  • – The appointments may vary and are subject to changes from time to time.

Tenure of Engagement:-

  • – Officers (Male and Female) are liable to serve for ten years.
  • – The tenure may be extended by a further period of four years, subject to the officer’s choice and eligibility.
  • – Extension of service is based on suitability and terms of engagement.
  • – Officers may be considered for Permanent Commission (PC) in the 10th year of service.
  • – Eligibility and suitability criteria apply for consideration of PC.
  • – Officers not granted PC may opt for extension of service.
  • – Eligible and suitable officers may be granted a four-year extension of service.
  • – Upon completion of the extension period, officers will be released from the Army.

Cost of Training:-

  • – The entire cost of training at OTA is covered by the Government.
  • – If a Lady/Gentleman Cadet is withdrawn from training academy due to reasons other than medical grounds or reasons beyond their control:
  •   – The cadet will be liable to refund the cost of training.
  •   – The cost of training is calculated at ₹15,055/- per week (as of 2022).
  •   – The exact amount will be notified from time to time.
  •   – The refund covers the period of the candidate’s stay at the Officers Training Academy, Chennai/Cadet Training Wing.
  • – The cost of training, borne by the State, will be recovered from candidates who withdraw for personal reasons.

The final allocation of Arms/Services:- 

  • – The final allocation of Arms/Services will be made before the Lady/Gentleman cadets pass out from OTA, Chennai.
  • – The decision regarding the allocation will be at the sole discretion of Integrated HQ Ministry of Defence (Army) based on the existing policy.
  • – The candidate must not have any objection if they are finally selected and allotted any Arms/Service in the best interest of the organization.
  • – No representation will be accepted on this matter.

  1. Click on ‘Officer Entry Appln/Login’ and then ‘Registration’ (if not registered).
  2. Fill the online registration form after reading instructions.
  3. After registration, click on ‘Apply Online’ under Dashboard.
  4. Open ‘Officers Selection – Eligibility’ page.
  5. Click ‘Apply’ for Short Service Commission Technical Course.
  6. Open ‘Application Form’ page and read instructions.
  7. Click ‘Continue’ and fill required details in segments.
  8. ‘Save & Continue’ before moving to the next segment.
  9. In the last segment, review and edit entries on the ‘Summary of your information’ page.
  10. After confirming correctness, click ‘Submit’.
  11. Take two copies of application with Roll Number 30 minutes after online application closure on the last day.
  • Note 1: No changes can be made after closure of application. No representations entertained.
  • Note 2: Convert CGPA/Grades into Marks as per concerned University’s formula for ‘Marks obtained in Graduation’ in online application. Discrepancies will lead to candidature cancellation.
  • Note 3: Profile and online application details (Name/Parent’s name/Date of Birth) must match Matriculation/Secondary School Examination Certificate or Equivalent certificate. Variation will result in candidature cancellation.

Self attested:- 

Candidates must bring self-attested copies of the following documents along with the original copies to the Selection Centre:

  • (i) One copy of the printed application form, duly signed and affixed with a self-attested photograph.
  • (ii) Matriculation/Secondary School Examination Certificate or equivalent certificate, along with the marksheet issued by the
  • respective Board of Education.
  • (iii) 12th class marksheet and certificate or equivalent certificate/diploma marksheet and certificate (for diploma holders).
  • (iv) Engineering Degree/Provisional Degree issued by the recognized university. The provisional degree should not be more than six months old at the time of the candidate joining the Academy.
  • (v) Marksheets of all semesters/years. Candidates with backlogs at the time of application submission are not eligible to apply.
  • (vi) Certificate issued by the Controller of Examination/Registrar of the concerned University regarding the formula for conversion of CGPA/Grades into marks as per the university’s guidelines.
  • (vii) Cumulative percentage of marks certificate issued by the Controller of Exam/Registrar/Dean of the concerned University or Principal of the College. The certificate should include marks up to the 6th semester/3rd year of Engineering degree, up to the 8th semester/4th year of B.Architecture (B.Arch), and up to the 2nd semester/1st year of M.Sc. in the specified stream/discipline as per the University’s rules/guidelines applicable to the candidate (for final year appearing candidates).
  • (viii) Certificate from the Principal/Head of the Institution confirming that the candidate is in the final year and the result will be declared by 01 APR 2024. The certificate should also verify that the candidate has no backlogs at the time of online application submission (for final year appearing candidates).
  • (ix) Declaration by the candidate in the final year of an Engineering degree course, stating that they will submit proof of passing the Engineering Degree Examination along with marksheets of all semesters/years by 01 APR 2024 to the Directorate General of Recruiting. Failure to do so will result in the cancellation of the candidate’s candidature (for final year appearing candidates).
  • (x) Candidates are required to carry documents related to civil verification.

 

– Failure to carry the above-mentioned documents for the SSB interview will result in the following consequences.

-During the SSB interview, candidates are required to carry all certificates in their original form for verification. The following points summarize the process.

– Online Application Retention and No Hard Copy Submission Required:-

– The candidate should retain the second copy of the printout of the online application for reference.

– There is no requirement to send any hard copy of the application to DG Recruiting.

– “Important Instruction: Submission of Only One Online Application”:-

– Only one online application should be submitted by each candidate.

– Submission of multiple applications by the same candidate will lead to cancellation of candidature.

– No representation will be entertained regarding the submission of multiple applications.

– “Instructions for Candidates Serving in the Armed Forces”:-

– Candidates serving in the Armed Forces must inform their Commanding Officer in writing about their application for the examination.

– Applications of candidates serving in the Armed Forces should be duly countersigned by the Commanding Officer.

– Along with all other required documents, candidates serving in the Armed Forces should carry the application and documents to the SSB when called for the same.

Selection Procedure:-

                 Short listing of Applications:- 

  •    – Integrated HQ of MoD (Army) has the authority to shortlist applications.
  •    – The cutoff percentage of marks for each Engineering discipline/stream will be determined by the authority.
  •    – No specific reasons will be given for the selection or rejection of applications.
  •    – The cutoff will be based on the cumulative percentage of marks obtained by candidates until the final semester/year.
  • – Provisional SSB Appearance for Final Semester/Year Candidates:
  •    – Final semester/year studying candidates will be provisionally allowed to appear in SSB under certain conditions.
  •    – Cumulative percentage of marks up to the 6th semester/3rd year of Engineering degree, 8th semester/4th year of B. Architecture (B.Arch), and 2nd semester/1st year of M.Sc in the relevant stream/discipline should not be below the approved cutoff percentage.
  •    – After the declaration of final results, the cumulative percentage of marks up to the final semester/year should also meet the approved cutoff percentage.
  •    – Failure to meet the approved cutoff percentage in the final results will result in the cancellation of candidature.

Center Allotment:- 

  •   – Once the applications are shortlisted, candidates will be notified of their center allotment through email.
  •   – Candidates must login to the website and choose their SSB dates.
  •   – SSB dates are initially available on a first-come, first-served basis.
  •   – However, the Selection Centres have the authority to make the final allotment of SSB dates.
  •   – In exceptional circumstances or events, the option for candidates to select SSB dates may be forfeited.

Only shortlisted eligible candidates:- 

  •   – Only shortlisted eligible candidates meeting the cut-off percentage will be interviewed.
  •   – The interviews will take place at one of the following Selection Centres: Allahabad (UP), Bhopal (MP), Bengaluru (Karnataka), and Jalandhar Cantt (Punjab).
  •   – The interview will be conducted by a Psychologist, Group Testing Officer, and Interviewing Officer.
  •   – The Call Up letter for the SSB interview will be sent to the candidate’s registered email ID and through SMS.
  •   – The allotment of the Selection Centre is determined by the Directorate General of Recruiting, IHQ of MoD (Army), and requests for changes will not be entertained.

Selection Process and SSB Interview Details :- 

– Selection Procedure:

  •   – The selection process consists of two stages: Stage-1 and Stage-2.
  •   – Candidates who clear Stage-1 will proceed to Stage-2.
  •   – Candidates who fail in Stage-1 will be sent back on the same day.

– SSB Interview Duration:

  •   – The SSB interviews are conducted over a period of five days.
  •   – Detailed information about the interview process can be found on the official website of the Directorate General of Recruiting: www.joinindianarmy.nic.in.

– Medical Examination:

  •   – Candidates who are recommended after Stage-2 will undergo a medical examination.

         Joining Letter Issuance for Recommended Candidates:-

  • – Candidates recommended by the SSB and declared medically fit will receive Joining Letters for training.
  • – The Joining Letters will be issued in the order of merit.
  • – The number of vacancies available will determine the issuance of Joining Letters.
  • – Candidates must meet all the eligibility criteria to receive the Joining Letter.

Medical Examination:-

  • – Medical Examination details and standards can be found at www.joinindianarmy.nic.in for Officers Entry into the Army.
  • – The Medical Board proceedings are confidential and will not be shared with anyone.
  • – Directorate General of Recruiting has no involvement in the Medical Boards.
  • – The procedures advised by the Competent Medical Authorities will be strictly followed.

Entitlement for Travelling Allowance:-

  • – Candidates attending the SSB interview for the first time for a specific type of commission will be eligible for AC-3 Tier railway fare or bus fare within India.
  • – The allowance includes reservation cum sleeper charges.
  • – Candidates who reapply for the same type of commission will not receive any travel allowance on subsequent occasions.
  • – For any queries or clarifications regarding the admissibility or payment of Travelling Allowance, candidates should directly contact the respective Selection Centres.

Merit List:-

  • – Qualifying at the SSB Interview does not guarantee final selection.
  • – A merit list will be prepared for each engineering stream/subject based on the candidate’s marks obtained in the SSB interview.
  • – If multiple candidates have the same SSB marks, the older candidate(s) will be ranked higher in merit.
  • – If both SSB marks and age are the same for multiple candidates, the candidate(s) with a higher percentage of marks in the qualifying examination will be ranked higher.
  • – Other factors such as higher educational qualifications or previous performances do not influence the merit ranking.
  • – Candidates in the merit list, within the stream-wise vacancies, and who are medically fit will be issued joining letters for pre-commissioning training at Officers Training Academy (OTA), provided they meet all eligibility criteria.

Personal Restrictions in Army Service as per Article 33 of the Constitution of India:- 

  • – Upon joining the Army, certain personal restrictions will be imposed.
  • – These restrictions are in accordance with Article 33 of the Constitution of India as specified in the Army Act and Army Rules.
  • – The specific restrictions may vary over time as per amendments and updates to the Army Act and Army Rules.

Change of Interview Date/ Centre:-

  • – Change requests for SSB Interview Date/Center will not be entertained.
  • – No replies will be provided for such change requests.

Important Notes for Candidates:

  1. Ambiguity, false information, or concealment of information in certificates, documents, or online application will lead to candidature cancellation at any stage of the selection process.
  2. Candidates must not have been debarred from appearing in any examination by UPSC.
  3. Candidates must not have been arrested or convicted by a criminal court or involved in any case. Any such issues discovered during the selection process or pre-commission training will result in candidature cancellation or withdrawal from the Academy by IHQ of MoD (Army).
  4. Candidates who have been withdrawn from NDA, IMA, OTA, Naval Academy, Air Force Academy, or any Service Training Academy on disciplinary grounds are not eligible to apply.
